India needs 10 GW of annual wind capacity additions to meet 2030 target: Report

New Delhi: India will need to add around 10 GW of wind power capacity every year for the rest of the decade to achieve its target of 100 GW by 2030, but delays related to regulations, land and grid connections could slow the pace of development, according to a report by the Indian Wind Turbine Manufacturers Association (IWTMA), ANI reported.

The report, titled Learning from States: Policy Harmony for 10 GW Annual Wind Capacity Additions, said India had 56 GW of installed wind capacity by FY2026 and added about 6 GW during FY2025-26, the highest annual addition recorded so far.

However, the report said the latest annual addition remains below the level required to reach the 2030 target.

“Reaching the 100 GW wind target by 2030 requires sustaining 10 GW of annual commissioning,” the report said, adding that India’s current pace falls short of that requirement.

According to the report, the main challenge is not a lack of projects but delays in moving them from planning to actual operation. Projects can face hurdles at several stages, including land acquisition, environmental approvals, grid connectivity and final commissioning.

The report said 7.6 GW of wind capacity was awarded by utilities in FY2025-26, while about 43 GW was under construction. The government has also committed 152 GW of grid capacity at the intra-state and inter-state levels.

However, differences in state-level regulations are creating additional delays. The study examined policies across eight major and emerging wind-producing states and found problems involving grid construction, allocation of grid capacity, land and right-of-way permissions, other regulatory approvals and delays in signing power purchase agreements.

The report said these issues were preventing awarded projects from being commissioned quickly.

Wind policies also differ between states on renewable power requirements, open access, land allocation, grid connections, power purchase agreements and dispute resolution.

IWTMA Chairman Girish Tanti said differences in state policies were contributing to delays, higher project costs and difficulties in trading electricity across state borders.

The report recommended a single-window registration system, digital approval processes and clear deadlines for land and grid approvals to speed up project development.

It suggested that grid connectivity should be provided within 30 days of an application, subject to feasibility. It also called for clear timelines for land-use conversion, with deemed approval where applications remain pending beyond 30 days.

The report said better coordination and faster implementation of these measures could help India convert its existing wind project pipeline into operating capacity and close the gap between its 2030 wind energy target and the current pace of development.
