Flintshire County Council has approved a carbon dioxide capture and liquefaction facility at the Deeside Anaerobic Digestion Clean Energy Plant, which is under construction at the Deeside Industrial Estate in north Wales, Energy News reported.
The decision, reported by local news outlet Deeside.com on August 12, 2026, will allow carbon dioxide separated during the production of biomethane to be captured, compressed and stored as a liquid for use by other industries.
The Deeside plant is being developed to process food waste diverted from landfill and produce biomethane and electricity for local industrial users, including Toyota Motor Manufacturing UK’s engine manufacturing facility in Deeside.
The carbon dioxide facility will capture CO2 produced when biogas is upgraded to biomethane. The liquefied CO2 will then be transported off-site for industrial applications such as refrigeration and arc welding. Local reports have said Air Liquide will transport the liquefied CO2, although this was not mentioned in the official project documents reviewed.
The project is being developed by The Circular Economy Development Ltd (TCED) in partnership with infrastructure fund abrdn Global Sustainable Infrastructure Partners IV LP. Germany-based BioConstruct GmbH, through its subsidiary BioConstruct NewEnergy, is supplying the anaerobic digestion technology.
The planning authority also assessed the potential impact of the project on the River Dee Special Area of Conservation. Natural Resources Wales did not raise an objection during the consultation process.
However, available sources contain different figures for the project’s investment and the amount of waste it will process each year. Local reports also contain inconsistencies in estimates of annual biogas and carbon dioxide production, which could not be reconciled with the documents available.
The plant has also been described in some reports as processing landfill waste. Project developers and financial backers, however, describe it as a facility that will process food waste diverted from landfill.
The Deeside Industrial Estate is also home to a separate carbon capture project at Enfinium’s Parc Adfer waste incineration facility. That project uses a different technology and operates on a different scale from the anaerobic digestion plant.
The two projects are therefore separate initiatives, although both involve the capture and use of carbon dioxide at Deeside. No statement specifically addressing the latest planning decision was available from TCED, Air Liquide or Toyota.
