Numaligarh Refinery floats tender for installation of 1,000 MTPA green hydrogen generation unit

Numaligarh Refinery (NRL) has issued a tender for the installation of a 1,000 MTPA green hydrogen generation unit (GHGU) at Numaligarh, Assam, on a build, own, and operate basis. The tender also includes the supply of gaseous green hydrogen (GGH), reporetd Mercom.

Bids must be submitted by September 13, 2024, with the opening scheduled for the following day. A bid security fee of ₹50 million (~$596,182.70) is required.

The tender encompasses the design, detailed engineering, and construction of all civil, structural, mechanical, electrical, and instrumentation facilities. It also includes the testing, commissioning, operation, and maintenance of the GHGU, along with the supply of green hydrogen.

As per media report, bidders are required to independently source biomass and ensure a continuous supply of compressed biogas/syngas to meet the needs of the final green hydrogen. They must also provide renewable energy for green hydrogen production from one or more of the following sources: (a) their own renewable energy projects, (b) third-party renewable energy producer(s), or a power exchange.

The chosen bidder must arrange for power importation to the production site and manage land procurement for site development. Bidders must also have a memorandum of understanding in place with their partners for the scope of work.

Eligible bidders must have an average annual turnover of ₹2 billion (~$23.83 million) during at least one of the last three financial years. For consortium bidders, the combined annual turnover of all members will be considered, with the lead member required to meet at least 48% of the turnover criteria.
