Green hydrogen push expands as 13 states roll out policies to accelerate clean energy transition

New Delhi: India’s green hydrogen sector is witnessing rapid policy expansion, with 13 states either introducing dedicated frameworks or integrating hydrogen-focused measures into their existing renewable energy and industrial policies, reflecting growing alignment with the National Green Hydrogen Mission (NGHM).

Union Minister for New and Renewable Energy Pralhad Joshi said six states have already notified dedicated green hydrogen policies, while seven others have incorporated hydrogen-related provisions within broader policy structures. He was speaking at a national workshop where the Green Hydrogen Certification Portal of India was launched, Chemical Industry Digest reported.

The newly launched certification portal, developed by the Ministry of New and Renewable Energy (MNRE), is designed to streamline certification processes under the Green Hydrogen Certification Scheme of India. It aims to improve transparency, ensure traceability, and establish a standard framework for verifying green hydrogen production across the country. Officials said the system is expected to strengthen investor confidence and support the sector’s growth.

According to the minister, state governments are playing a crucial role in accelerating adoption by offering policy support, financial incentives and regulatory facilitation for hydrogen production, storage, transport and end-use applications.

Six states—Maharashtra, Rajasthan, Uttar Pradesh, West Bengal, Gujarat and Uttarakhand—have already introduced dedicated green hydrogen policies with specific incentive structures.

These policies include capital subsidies, support for land and water allocation, electricity-related concessions, stamp duty exemptions and assistance for developing electrolyser manufacturing units, hydrogen refuelling stations and hydrogen hubs.

Maharashtra and Gujarat have introduced some of the most comprehensive incentive frameworks, offering capital subsidies of 20% to 30%, along with exemptions on transmission and wheeling charges and targeted support for hydrogen mobility and industrial decarbonisation projects.

Uttar Pradesh and West Bengal are focusing on investment promotion through SGST reimbursement schemes, streamlined approvals and the establishment of Centres of Excellence for research and innovation in green hydrogen. Uttarakhand, meanwhile, has extended existing renewable energy incentives to hydrogen projects to encourage investment in emerging infrastructure.

In addition to these dedicated frameworks, seven states—Himachal Pradesh, Madhya Pradesh, Odisha, Telangana, Chhattisgarh, Andhra Pradesh and Assam—have integrated green hydrogen provisions into their broader energy and industrial policies, laying the foundation for future development aligned with national decarbonisation goals.

Rajasthan has also emerged as a key example through its Integrated Clean Energy Policy 2024, which supports the development of green hydrogen parks and integrated renewable energy and hydrogen facilities. The policy also promotes manufacturing ecosystems for electrolysers, storage systems and transport infrastructure, positioning the state as a potential hub for hydrogen production and exports.

Meanwhile, Haryana, Punjab, Bihar and Kerala are in advanced stages of finalising their own dedicated green hydrogen policies. Proposed measures include capital subsidies for production and manufacturing, reductions in power costs through duty and wheeling charge exemptions, land allocation support, stamp duty relief and incentives for hydrogen hubs.

Officials said the expanding policy landscape across states is strengthening India’s clean energy transition and complementing national efforts to scale up green hydrogen production, attract investment and support industrial decarbonisation.
