Organic Recycling Systems secures fourth BPCL contract for four municipal waste-based CBG plants

Solapur Bioenergy Systems Private Limited (SBESPL), a wholly owned subsidiary of Organic Recycling Systems Limited (ORSL), has secured its fourth major Engineering, Procurement, Construction, Operation and Maintenance (EPCOM) contract from Bharat Petroleum Corporation Limited (BPCL) to develop compressed biogas (CBG) plants at four locations in India, reported Indian Chemical News.

Under the agreement, SBESPL will establish and operate municipal solid waste-based CBG facilities in Mysuru and Hubli in Karnataka, Raipur in Chhattisgarh, and Kozhikode in Kerala. The four plants will have a combined CBG production capacity of approximately 20 tonnes per day (TPD).

Pankaj Tanwar, Chief Executive Officer, Bioenergy at ORSL, said the contracts represented progress in translating India’s CBG project pipeline into operational capacity. He emphasised that the agreements cover the entire project lifecycle, from engineering and construction to five years of operation and maintenance, providing a comprehensive execution and accountability framework.

Jigar Gudka, Chief Financial Officer of ORSL, highlighted the financial benefits of the EPCOM model compared with conventional engineering, procurement and construction (EPC) contracts. He said the five-year operations and maintenance component would provide contracted, recurring revenue, reducing dependence on construction-related income and improving the company’s earnings visibility as its portfolio moves towards operational projects.

ORSL has also recently renewed its operations and maintenance contract with Indian Oil Corporation Limited (IOCL) for a separate CBG plant in Gorakhpur, Uttar Pradesh. This expands the company’s operational engagements with two major public-sector oil marketing companies, BPCL and IOCL.

Although the combined capacity of the four new BPCL projects remains modest compared with India’s broader CBG expansion targets and the substantial gap between planned and commissioned capacity, the contracts represent progress in converting project commitments into operational infrastructure.

The agreements also strengthen ORSL’s presence in the municipal solid waste-based bioenergy segment, with a focus on project development as well as long-term plant operations and maintenance.
