The Tamil Nadu Green Energy Corporation has issued a tender to develop 20 MW of rooftop solar power projects on government buildings across the state under the renewable energy service company model, MERCC reported.
The proposed installations will be spread across four districts — Chennai, Chengalpattu, Kanchipuram and Tiruvallur. The selected developer will be responsible for surveying the sites, designing and installing the systems, and carrying out testing and commissioning. The company will also operate and maintain the projects for 25 years. The systems will function on a net feed-in basis.
Interested bidders have until April 7, 2026, to submit their proposals. The bids will be opened the next day.
As part of the bidding process, applicants must deposit ₹1.25 lakh per MW of the capacity they quote. Those awarded the projects will be required to provide a performance bank guarantee of ₹10 lakh per MW.
The developer must complete commissioning within 18 days from the effective date of the agreement and maintain an average annual capacity utilisation factor of 17%. A power purchase agreement between TNGECL and the selected bidder must be signed within 35 days from the date of the letter of award.
To qualify, bidders must have a positive net worth in the last financial year and an average annual turnover of at least ₹1 crore per MW of the quoted capacity over the past three years.
The tender specifies that solar modules used for the projects must be sourced from the government’s Approved List of Models and Manufacturers (ALMM) List I, while the solar cells must be from ALMM List II.
In November last year, TNGECL had invited bids for a separate project to set up a 15 MW solar plant along with a 15 MW/45 MWh battery energy storage system in Thiruvarur.
