CoP30: Developed Countries must reach net-zero far earlier and deliver climate finance in trillions, not billions, says Bhupender Yadav

Union Environment Minister Bhupender Yadav delivered India’s National Statement at the High-Level Segment of the 30th Conference of Parties (CoP30) to the UNFCCC in Belem, Brazil, on November 17, urging that the summit be remembered as a “COP of Implementation” and a “COP of Delivery on Promises,” the Environment Ministry said.

Yadav thanked the Government and people of Brazil for hosting CoP30 in the Amazon, describing it as “a living symbol of our planet’s ecological wealth.”

In his address, the Minister pressed Developed Countries to raise their climate ambitions and fulfil their commitments. “Developed countries must reach net zero far earlier than current target dates and deliver new, additional and concessional climate finance at a scale of trillions, not billions,” he said. He also emphasised the need for affordable and accessible climate technologies, calling for the removal of restrictive intellectual property barriers.

Yadav highlighted that India, under the leadership of Prime Minister Narendra Modi, has shown that economic development and environmental stewardship can advance simultaneously. He noted that India’s emission intensity has fallen by more than 36 percent since 2005, while non-fossil fuel sources now make up over half of the country’s total installed power capacity—about 256 GW—achieving an NDC target five years ahead of the 2030 deadline.

He added that India will submit its revised NDCs through 2035, along with its first Biennial Transparency Report, on schedule.

The Minister also pointed to India’s global leadership through initiatives such as the International Solar Alliance and the Global Biofuel Alliance, and highlighted the progress driven by the Nuclear Mission and the Green Hydrogen Mission toward achieving Net Zero by 2070.

Referencing the Paris Agreement’s objectives on conserving carbon sinks, Yadav said more than 2 billion saplings have been planted in just 16 months under a community-led initiative—an indication, he noted, of the power of collective climate action.

Concluding his statement, Yadav reaffirmed India’s commitment to climate justice and global cooperation. “Let the next decade be one of implementation, resilience and shared responsibility,” he said.
