$820M sustainable aviation fuel plant to be built in southwest Illinois

A New Jersey-based clean energy company, Avina Clean Hydrogen, has chosen southwest Illinois as the site for its new $820 million sustainable aviation fuel (SAF) facility. While the exact location has not been finalized, the plant is expected to employ at least 150 people, according to announcements from Illinois Gov. JB Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO).

The southwest Illinois region encompasses nine counties near the Missouri border — Bond, Calhoun, Clinton, Jersey, Madison, Monroe, Randolph, St. Clair, and Washington — where the plant will likely be situated.

To secure the project, Illinois offered Avina a package of state incentives, including tax credits through the Reimagining Energy and Vehicles (REV) program. A June 13 agreement between the state and the company lists an East St. Louis address as the project site. Property records from St. Clair County show that the Illinois Department of Transportation acquired the same parcel in 2016.

Despite the reference to East St. Louis, state officials say the location is still being finalized, and no official confirmation has been provided on the specific site for the facility.

The new plant is set to produce 120 million gallons of sustainable aviation fuel annually, helping to prevent 25 million metric tons of carbon emissions over its lifespan. The project reflects Illinois’ growing commitment to clean energy and renewable technologies, according to the governor’s office.

State Sen. Chris Belt, D-Swansea, whose district includes much of St. Clair County and East St. Louis, stated that Illinois is a leader in the clean energy industry. This project is our commitment to advance our clean energy economy.
