MNRE exempts SEZ, EOU-based renewable plants from ALMM requirements for green hydrogen production

The Ministry of New & Renewable Energy (MNRE) has issued a directive exempting renewable energy plants within special economic zones (SEZs) or export-oriented units (EOUs) from the Approved List of Models and Manufacturers (ALMM) requirements, provided they exclusively supply power for green hydrogen production.

This exemption, detailed in an office memorandum dated May 27, 2024, aims to facilitate the rapid deployment of renewable energy infrastructure essential for producing green hydrogen and its derivatives within these zones. Approved by the Minister for Power & New and Renewable Energy, R. K. Singh, this move is designed to spur significant advancements in the country’s green hydrogen initiatives.

The ALMM regulations, which mandate the compulsory registration of solar PV modules used in Indian projects, have been adjusted to ensure that projects dedicated to green hydrogen production can proceed without the typical regulatory delays associated with module approval. The exemption applies to all relevant renewable energy projects commissioned by December 31, 2030. This strategic exemption is expected to significantly boost the production capabilities of green hydrogen plants by allowing them to source power more flexibly and cost-effectively, thereby advancing India’s clean energy goals and commitment to reducing carbon emissions.
