The TRA concluded that Chinese biodiesel was being sold in the UK at unfairly low prices, causing material harm to domestic producers, including Argent Energy and Olleco. After reviewing evidence and industry feedback submitted in response to its Statement of Essential Facts, the authority determined that imposing anti-dumping measures is in the UK’s economic interest and formally advised the government to introduce duties.
The recommended measures include ad valorem duties of:
14.79% for the Zhuoyue Group and other cooperating exporters not individually sampled
54.64% for all remaining exporters
These duties will apply to imports of biodiesel—specifically fatty-acid mono-alkyl esters (FAME) and paraffinic gasoils produced through synthesis or hydrotreatment of non-fossil feedstocks (HVO)—whether sold in pure form or in blends. Sustainable aviation fuel, in pure form or blended, is excluded.
The new tariffs will come into effect on Tuesday, 25 November 2025.
