Union Minister Pralhad Joshi inaugurates Biomass Pellet Plant in Rewari; boosts clean fuel, rural jobs and farmer income

Union Minister for New and Renewable Energy Pralhad Joshi on Monday inaugurated a state-of-the-art 240 TPD (tonnes per day) biomass pellet plant in Rewari, Haryana, marking what he described as a major milestone in the state’s clean-energy progress, according to an official release.

Joshi said the launch reflects Haryana’s growing role in India’s renewable-energy landscape. He highlighted that the Centre has recently issued a comprehensive policy requiring all coal-based thermal power plants to co-fire biomass pellets or torrefied municipal solid waste (MSW) charcoal. Under the policy, plants nationwide must co-fire 5% biomass or MSW charcoal by weight, while units in the Delhi-NCR region must reach a 7% blend.

For NCR plants, at least half of the biomass will be sourced from local paddy residue and other crop stubble, helping ensure sustainable supply chains and tackling the persistent problem of stubble burning. Joshi added that the government is also strengthening source-segregation systems and regulatory monitoring to support production of MSW-derived charcoal, particularly given the challenges posed by wet and unsegregated waste.

The Minister noted that the Rewari plant will convert agricultural residues such as paddy straw, mustard straw and cotton stalks into biomass pellets for thermal power co-firing. This, he said, will help cut pollution, reduce carbon emissions, create rural jobs and provide farmers with an additional source of income. He called the project an important step toward achieving Prime Minister Narendra Modi’s vision of a sustainable and energy-secure future.

Reaffirming the Centre’s long-standing support for Haryana, Joshi said major infrastructure and clean-fuel initiatives are reshaping the state’s development. He pointed out that India has nearly doubled its electricity generation capacity over the last decade and is now a power-exporting nation, with Haryana benefiting significantly. With more than 12 GW of current capacity, the state is on course to reach 24 GW in the coming years.

Sharing Haryana’s clean-energy achievements, the Minister said the state has installed over 2.8 GW of renewable-energy capacity, including 2.4 GW of solar power. More than 2 lakh households have applied under the PM Surya Ghar Muft Bijli Yojana, and over 45,000 have already installed rooftop solar systems, enabling them to benefit from zero electricity bills.

Under the PM-KUSUM scheme, Haryana has installed 18.61 MW under Component A and more than 1.74 lakh solar pumps, allowing farmers to irrigate their fields using solar power instead of diesel. Joshi said this marks a significant empowerment of farmers, who are now emerging as contributors to clean-energy generation alongside food production.

On green hydrogen, he highlighted Haryana’s pioneering projects across sectors in Hisar, Panipat and Jhajjar. According to the release, the state now stands at the forefront of the global clean-fuel transition, supported by a biomass potential of more than 1,350 MW and nearly 49 MW of waste-to-energy capacity across 26 units.

Reiterating the Union Government’s commitment to supporting Haryana’s clean-energy ambitions, Joshi said the people of the state have always played a leading role in the nation’s progress—defending borders, feeding the country and now contributing to a greener future. He expressed confidence that Haryana will emerge as a global leader in clean energy in the years ahead.

Ltd., which generates biomass-based green electricity, and K2 Biofuels Pvt. Ltd., which manufactures biomass pellets from agricultural residue for co-firing in thermal power plants.
