EU approves Dutch aid scheme for hydrogen- and methanol-powered ships

Netherlands’ state aid programme has been approved by the European Commission to support the deployment of zero-emission vessels powered by renewable hydrogen and renewable methanol in the country’s short-sea shipping sector.

Under the scheme, the Dutch government will provide direct grants for the purchase of new zero-emission vessels and the conversion of existing ships to operate on renewable hydrogen or renewable methanol. Funding will be available between 2027 and 2031, the Commission said, S&P Global reported.

The programme will cover passenger, cargo and work vessels operating mainly in short-sea shipping, helping operators comply with increasingly stringent European Union decarbonisation regulations.

The European Commission said the initiative aligns with the EU’s climate objectives as the maritime sector faces tighter emissions standards under the EU Emissions Trading System (ETS) and the FuelEU Maritime regulation.

The EU has progressively expanded the scope of the Emissions Trading System for maritime transport between 2024 and 2026, while FuelEU Maritime introduces increasingly stringent greenhouse gas intensity requirements for marine fuels at five-year intervals through 2050.

The Dutch support scheme is expected to stimulate demand for renewable methanol and green hydrogen as alternative marine fuels, particularly in the Amsterdam-Rotterdam-Antwerp (ARA) shipping hub, one of Europe’s busiest centres for short-sea maritime trade.

Industry adoption of alternative marine fuels has so far remained limited due to their higher cost compared with conventional marine gasoil and the lack of supporting bunkering and fuel supply infrastructure.

The Commission said the scheme would help accelerate the transition to low-carbon shipping while supporting the development of cleaner marine fuel markets across Northwest Europe.
