Wisconsin lawmakers propose $1.50/gallon tax credit to boost sustainable aviation fuel production

State lawmakers in Wisconsin have announced plans to introduce legislation that would offer a $1.50-per-gallon production tax credit for sustainable aviation fuel (SAF), aiming to position the state as a leader in the growing clean energy sector, reported Biodiesel Magazine.

The proposal, unveiled on April 3, is currently being circulated for co-sponsorship before it is formally introduced in the legislature. The bill is being led by State Representative David Steffen (R-Howard) along with State Senators Romaine Quinn (R-Birchwood) and Patrick Testin (R-Stevens Point).

To qualify for the credit, SAF must be produced within Wisconsin and meet specific criteria. At least 90% of the fuel must come from renewable, synthetic, or nonpetroleum sources, such as energy crops. Additionally, all feedstock used must be produced within the United States. If passed, the tax credit would go into effect in 2028.

“Wisconsin’s geographic location coupled with its strong agriculture industry perfectly positions our state to be a leader in producing sustainable aviation fuel—which is a big win for Wisconsin farmers and timber producers,” said Rep. Steffen. “Wisconsin-produced SAF will create a new market for what are otherwise low-value crops. This fuel presents the exciting opportunity for our state to achieve two important goals: advance sustainable, domestic energy and support our evolving farming and timber industries.”

Supporters say the legislation could help build a new market for agricultural and forestry byproducts, strengthen local economies, and contribute to national efforts to reduce greenhouse gas emissions from air travel.
