Goa drafts policy to turn used cooking oil into biodiesel, cut fuel imports

Panaji: In a move aimed at promoting clean energy and better waste management, the Goa government has drafted a new policy to convert used cooking oil into biodiesel, reducing reliance on imported fuel.

The proposed policy focuses on setting up a system to collect and process used cooking oil (UCO), also known as waste vegetable oil, which has so far been exported for processing. Over the past four-and-a-half years, Goa generated nearly 9 lakh kg of UCO, much of which was sent to Australia for conversion into biodiesel, The Times of India reported.

Officials said the policy aims to ensure that used cooking oil is properly managed and not reused for cooking, which can pose health risks. It also seeks to promote environmentally safe disposal methods to prevent pollution of water and soil.

The draft highlights that UCO is a second-generation raw material for fuel production, as it does not compete with food crops like corn or soy. It supports the creation of a structured system for collection and recycling, in line with initiatives such as the Food Safety and Standards Authority of India-led RUCO programme.

The policy proposes a mix of incentives and penalties to ensure proper handling of UCO, along with strict monitoring of collection agencies to prevent leakages. It also calls for raising awareness among the public and food business operators about safe disposal and the benefits of recycling.

Authorities plan to introduce clear guidelines for collection, storage and disposal, with penalties for non-compliance. A market-based incentive system has also been suggested to encourage participation and support a circular economy approach.

The plan outlines the roles of key agencies, including the Goa Energy Development Authority, Goa State Pollution Control Board, municipal councils, the Directorate of Food and Drugs Administration, and tourism and restaurant bodies, in implementing the policy and ensuring scientific disposal of used cooking oil.
