CMC signs deal with OIL to set up biogas plant in Cuttack

Cuttack: The Cuttack Municipal Corporation (CMC) has signed an agreement with Oil India Limited (OIL) to build a compressed biogas (CBG) plant based on municipal solid waste (MSW) at Jagatpur. The facility, with a capacity of 200 tonnes per day (TPD), aims to strengthen sustainable waste management and clean energy efforts in the city, reports The New Indian Express.

The agreement was signed on Friday by OIL Executive Director Ranjan Goswami and CMC Commissioner Anam Charan Patra, in the presence of Odisha Housing and Urban Development Minister Krushna Chandra Mahapatra.

Under the agreement, OIL will design, finance, construct, operate, and maintain the plant at an estimated cost of ₹150 crore. The facility, which can be expanded to 300 TPD in the next three to five years, will process organic municipal waste to produce compressed biogas, helping reduce dependence on conventional fuels.

The CMC has allocated 11.88 acres of land for the plant in Ward No. 49. The project is expected to be completed within 24 months and is projected to generate 70–80 direct jobs, along with many indirect employment opportunities.

CMC will ensure the daily supply of 200 TPD of segregated wet waste, while OIL will manage all aspects of the plant’s setup and long-term operations. The plant will run under a 25-year agreement, during which OIL will pay ₹5.14 lakh annually to CMC as land rent.

“This partnership is a major step toward sustainable waste management in Odisha. It supports the circular economy, promotes clean energy, and aligns with India’s Net-Zero goals and the Swachh Bharat Mission 2.0,” said Minister Mahapatra.
