Brazil unveils biomass-focused bio economy plan to drive growth by 2035

The Brazil government has introduced a new national strategy placing biomass at the centre of its economic growth plans, aiming to expand biofuels and other sustainable industries by 2035, agencia Brasil reported.

The National Bioeconomy Development Plan (PNDBio), announced on April 1, seeks to use the country’s vast biological resources to support sectors ranging from energy to healthcare. The plan is expected to involve stakeholders from local communities to large industries, with a strong push towards biomass-based production, including ethanol and other renewable fuels.

Environment and Climate Change Minister Marina Silva said the strategy is designed to link conservation with economic use of natural resources, creating a new cycle of growth.

The plan is structured around three pillars. The first focuses on community-based economic activities, including support for small enterprises, increased financial assistance for farmers, and expansion of payments for environmental services. It also aims to widen the sharing of benefits from the use of genetic resources.

The government plans to restore 2.3 million hectares of native vegetation, create new conservation units to boost ecotourism, and expand forest management areas.

The second pillar centres on industrial development through sustainable use of biological resources, including the expansion of herbal medicines in the public healthcare system and increasing their share in the pharmaceutical sector.

The third pillar highlights the use of biomass from agricultural and forestry sources in industry. This includes the development of renewable fuels such as ethanol, as well as other bio-based products.

Vice-President Geraldo Alckmin said the aim is to build a competitive and sustainable industrial base driven by green technologies.

The plan is the result of two years of work involving multiple ministries, research bodies and private stakeholders. It was approved in March 2026 after public consultation and outlines 185 strategic actions to guide implementation.
