The Ministry of New and Renewable Energy (MNRE) had earlier implemented the Approved List of Models and Manufacturers (ALMM) for solar PV modules effective from April 10, 2021, and for solar PV cells from June 1, 2026.
The ALMM framework was introduced to ensure the credibility of manufacturers, protect consumer interests, and enhance the nation’s energy security. It has also significantly contributed to the growth of India’s domestic solar manufacturing industry, which has now reached an annual production capacity of 91 GW for solar modules and 27 GW for solar cells.
On July 28, 2025, the MNRE issued an amendment to its earlier order dated December 9, 2024, related to ALMM for solar PV cells. The revision aims to clarify procedures and ease implementation, particularly for projects tendered by government entities, including those under Section 63 of the Electricity Act, 2003.
As per the amended guidelines, the ALMM requirement for solar PV cells will come into effect only one month after the official publication of the ALMM list for solar cells, which is currently being finalized. However, the previously notified date—June 1, 2026—for mandatory use of ALMM-listed solar PV cells in commissioned projects remains unchanged.
This move is intended to provide greater clarity to bidders participating in tenders that include provisions mandating the use of both ALMM-listed solar modules and cells. The clarification is expected to simplify the bidding process and encourage broader participation in upcoming projects.
By addressing key concerns of renewable energy developers, this policy adjustment supports the ramp-up of domestic solar cell production, helping it align with the country’s rapidly expanding solar module manufacturing capacity.
