National Mission for a Green India (GIM) is one of the eight missions outlined under the National Action Plan on Climate Change. It aims to protect, restore, and enhance India’s forest cover and respond to climate change by undertaking eco-restoration activities in both forest and non-forest areas.
The Minister of State in the Ministry of Environment, Forest and Climate Change, Shri Kirti Vardhan Singh, shared information in the Lok Sabha regarding the allocation of funds under the Green India Mission in India.
The details of the budget allocated, released, and utilized under the Green India Mission since 2019, categorized by state and year, are provided below:

State-wise and year wise funds untilized since FY 2019-20 till date under GIM

State Forest Development Agencies (SFDAs) in the respective states serve as the nodal agencies for implementing Green India Mission (GIM) activities, with active participation from Joint Forest Management Committees (JFMCs). In addition to the regular activities under GIM, the Ministry implemented the Ecosystem Services Improvement Project (ESIP) in Madhya Pradesh and Chhattisgarh, with technical assistance from the World Bank, for a period of six years (August 2017 to July 2023).
The primary objective of the project was to enhance forest ecosystem services and promote community-based sustainable land management (SLM) practices in vulnerable landscapes of both states. Aligned with the objectives of the Green India Mission, the project aimed to strengthen the overall outcomes of GIM in these regions. Key contributions of the project include:
- Enhanced ecosystem services through improved forest and land management practices
- Strengthened community livelihoods through sustainable forest-based activities and capacity building
- Improved institutional capacities
To ensure transparency and accountability in the implementation of the Green India Mission, the states have been directed to submit periodic progress reports in the prescribed format, along with non-diversion and non-embezzlement certificates, and .kml files of the implementation sites with geotagged photographs.
Additionally, the Ministry has launched the National Afforestation Monitoring System (NAMS) to monitor afforestation efforts undertaken by the Government under various initiatives and schemes, including the Green India Mission.
The Green India Mission is being implemented in selected landscapes through the active involvement of Joint Forest Management Committees (JFMCs), ensuring inclusive participation from all sections of society, including women and marginalized groups.
The Government is also monitoring carbon sequestration achieved through various afforestation and ecosystem restoration initiatives, including those under GIM, based on data provided in the India State of Forest Report (ISFR) published by the Forest Survey of India (FSI). According to ISFR 2021, the total forest carbon stock in the country was estimated at 7,204 million tonnes. ISFR 2023 reports a further increase to 7,285.50 million tonnes, reflecting a net gain of 81.5 million tonnes of forest carbon stock—highlighting the contribution of ongoing forestry interventions, including those under GIM.
