Andhra Pradesh sets ambitious target to become national hub for green hydrogen production

Vijayawada: The Andhra Pradesh government has unveiled an ambitious plan to transform the State into a national hub for green hydrogen production, targeting an annual output of 1.5 million metric tonnes by 2029 and 2 gigawatts (GW) of electrolyzer manufacturing capacity by 2027, reported Hans India.

At the first meeting of the Andhra Pradesh Green Hydrogen Valley Advisory Board held at the State Secretariat on Thursday, Chief Secretary K. Vijayanand said the government is working to build a complete green hydrogen value chain—from production to industrial use—as part of its broader strategy to decarbonize the energy and industrial sectors.

The meeting also marked the formal launch of the AP Green Hydrogen Valley Declaration, under which a dedicated advisory committee has been formed to guide policy formulation, investments, and project implementation.

Leveraging Biomass and Renewable Strengths

NITI Aayog member and Advisory Board Chairman Dr. V. K. Saraswat highlighted Andhra Pradesh’s leadership in biomass availability, identifying it as a key feedstock for green hydrogen. He said integrating biomass-based hydrogen production could boost rural incomes, generate employment, and drive large-scale adoption of green hydrogen in industries such as steel, fertilizers, and ports.

Dr. Saraswat added that the Central government is ready to extend incentives under the National Hydrogen Mission to projects adopting green hydrogen technology.

Chief Secretary Vijayanand noted that Andhra Pradesh’s diverse renewable energy resources—solar, wind, and pumped hydro—provide a strong foundation for scaling up hydrogen production. With a 974-km coastline and multiple renewable energy projects underway, the State is well positioned to support large-scale hydrogen production and exports.

Major Projects and Investments

He pointed out that a one-gigawatt pumped storage plant has already been commissioned in Kurnool, while NTPC Green Energy Limited is developing a massive hydrogen hub at Pudimadaka near Visakhapatnam. The Pudimadaka project aims to produce 1,500 tonnes of green hydrogen per day from a 20-GW renewable energy base, backed by an investment of ₹1.85 lakh crore.

Vijayanand said these efforts could significantly reduce India’s dependence on energy imports and strengthen Andhra Pradesh’s renewable ecosystem. “Andhra Pradesh is uniquely placed to lead India’s transition toward a green hydrogen economy,” he said.

Emerging Hydrogen Hubs

AP GreenCo AGM Ram Kumar announced that the NPCL fertilizer plant in Kakinada has been converted into a one-million-tonne ammonia facility, with plans to develop Kakinada as another major hydrogen hub. Several memoranda of understanding (MoUs) are expected to be signed at the CII Partnership Summit in Visakhapatnam on November 14–15 to attract further investments.

Roadmap and Collaboration

Member Secretary Prof. D. Narayana Rao presented the roadmap of the AP Green Hydrogen Valley Declaration for 2025–2029, identifying potential production and export clusters across the State. Advisory Board members Dr. R. K. Malhotra, Dr. Ashish Lele, Sujith Pillai, and J. K. Srivastava also shared inputs on scaling up hydrogen fuel initiatives.

Officials from NREDCAP, including Vice-Chairman and Managing Director Dr. Kamalakar Babu, Industries Secretary Dr. N. Yuvraj, and D. M. R. Panda, participated in the meeting.

With these initiatives, Andhra Pradesh is positioning itself as a key player in India’s green hydrogen landscape—combining renewable strength, industrial capacity, and policy vision to drive the country’s clean energy transition.
