L&T Energy GreenTech Ltd (LTEG), a wholly-owned subsidiary of Larsen & Toubro (L&T), is set to establish what it describes as India’s largest green hydrogen facility at Indian Oil Corporation Ltd’s (IOCL) Panipat Refinery in Haryana.
Developed under a build-own-operate (BOO) model, the plant will supply 10,000 tonnes of green hydrogen annually to IOCL for 25 years, supporting the Government of India’s National Green Hydrogen Mission, according to a stock exchange filing by the company on Monday.
Once operational, the plant will function 24/7 using renewable energy sources, in line with IOCL’s broader goal to decarbonize its refining processes and support India’s net-zero emission targets.
Green hydrogen will be produced using high-pressure alkaline electrolysers, which will be manufactured at L&T Electrolysers Ltd’s Hazira facility in Gujarat, the filing stated.
This project represents a major step forward in India’s energy transition and reinforces L&T’s leadership in developing scalable, sustainable clean energy infrastructure. With this initiative, LTEG becomes a trailblazer in India’s green hydrogen sector, paving the way for widespread industrial adoption across refineries, fertilizer units, and other hard-to-decarbonize sectors.

India’s Green Commitment:
At the COP26 summit in Glasgow in 2021, India pledged a five-point “Panchamrit” commitment. This includes reaching 500 GW of non-fossil fuel electricity capacity by 2030, sourcing 50% of energy requirements from renewables, cutting emissions by 1 billion tonnes by 2030, and reducing emissions intensity of GDP by 45% compared to 2005 levels. India also aims to reach net-zero emissions by 2070.
