“In 2027, we will mandate the mixing of our gasoline with E10 up to E20,” said Bahlil at the Mining and Energy Anniversary Ceremony held at the National Monument, Jakarta, on Friday, October 24, 2025, according to the local media reports.
According to Bahlil, this mandatory step is aimed at creating energy sources from plants and establishing energy sovereignty in order to reduce Indonesia’s gas imports.
According to data from the Ministry of Energy and Mineral Resources, national oil imports reached 330 million barrels in 2024. This consisted of 128 million barrels of crude oil and 202 million barrels of fuel oil.
He believes that mandating 10 percent bioethanol can reduce Indonesia’s gasoline imports, just as the implementation of Biodiesel 40 (B40) successfully reduced Indonesia’s diesel imports.
Ministry of Energy and Mineral Resources records show that Indonesia saved $40.71 billion in foreign exchange through the utilization of biodiesel from 2020 to 2025, as the implementation reduced diesel imports through mandatory biodiesel use.
The plan to mandate E10 was also discussed in a meeting with Brazil.
“They (Brazil) mandate ethanol; in their country, it’s E30, but in some states, it goes up to E100, and there’s also E85,” said Bahlil.
In an effort to replicate Brazil’s success, Bahlil sent a team to Brazil to exchange views and learn from each other about the implementation of mandatory bioethanol.
On the other hand, Brazil also learned about mandatory biodiesel from Indonesia.
“Because this is something new, I sent a team to Brazil to exchange views with some experts there. They will also come here to share information and knowledge about their experiences, including regulatory data,” said Bahlil.
Previously, Bahlil stated that President Prabowo Subianto approved the mandatory 10 percent ethanol blend for fuel to reduce both carbon emissions and dependency on fuel imports.
Regarding the plan to mandate a 10 percent ethanol blend in fuel, Simon Aloysius Mantiri, the President Director of PT Pertamina (Persero), stated that Pertamina is ready to implement the program.
Simon stated that Pertamina is taking steps in line with the government’s program, especially to ensure national energy security.
