The European Biodiesel Board (EBB) has introduced a new monitoring tool to track the implementation of the Renewable Energy Directive (RED III) across the 27 European Union member states, the organisation announced on January 13, Oil & Fats International reported.
The tool is designed to help producers of hydrotreated vegetable oil (HVO) and fatty acid methyl esters (FAME) monitor key regulatory elements, including targets, sub-targets, scope, caps, and incentive mechanisms.
While EU member states were required to transpose the latest RED III amendments by May 2025, only two countries had fully done so by the deadline—or at least implemented the transport-related provisions. The EBB noted that, as of October 2025, the majority of member states had yet to complete transposition.
“Some are imminent, but for others we already know that the final transposition text can only realistically be expected in 2027,” the EBB said, warning that the delay disrupts investment planning but also highlights the complexity of the legislation.
The monitoring tool provides an overview of how member states have integrated the overall architecture of RED III, including targets, sub-targets, caps, scope, and incentive measures. The organisation noted that the data is based on information available at the time of the report and may be subject to change.
“RED III is the engine of Europe’s renewable future and remains critical for the biodiesel sector. The overview of Member States’ transposition of RED III is effectively a compliance map to keep track of the rules in different EU countries,” said Domenico Mininni, EBB Policy Director.
The EBB represents biodiesel producers across all feedstocks, including food and feed crops, waste, residues, and other biogenic materials.
