Germany announces comprehensive biomass package’ for country

Germany’s Federal Economics Minister Robert Habeck has announced a ‘comprehensive biomass package’ for the country.

In an interview with the German Press Agency, Habeck highlighted that biogas will continue to play a crucial role in the future energy system. He explained, “Biogas plants contribute to heating and building networks and can be used flexibly, especially during times of low wind and sunshine.” The reform aims to reduce the cost of receivables, he added.

In the first half of this year, biomass accounted for 9% of Germany’s total electricity consumption, with renewable energies contributing around 58%.

A spokesperson from the Ministry of Economic Affairs noted that there was a significant increase in biomass electricity generation between 2004 and 2011. “Since then, many have engaged innovatively at the local level, such as converting climate-damaging liquid manure into electricity or establishing heating networks.”

However, interest in new tenders has outstripped supply, with many plant operators and their heating customers concerned about their future. The Ministry acknowledges these concerns.

Biomass is a finite and valuable resource that must be used strategically. The Ministry plans to prioritize plants connected to heating or building networks and to offer more support to plants that produce electricity flexibly according to demand.

Additionally, funding will only be provided for periods when electricity is needed. Those wishing to transition from the old demand system to the new one will be allowed to do so during an active demand period.

These proposals are set to be incorporated into the planned reform of the Energy Industry Act.
